South Portland is a commercial city as much as a residential one. The comprehensive plan counts about 970 acres of commercial land and about 1,618 acres of industrial land, much of it west of I-295, where the Maine Mall alone holds 1.2 million square feet of retail. Organic rules apply to commercial turf too
The Landcare Management Ordinance does not exempt business property. Synthetic pesticides are prohibited on outdoor landscaped areas across the city, and turf fertilizer must be organic, with a soil test every two years, no more than two applications per calendar year and no phosphorus unless the test calls for it. Performance turf such as playing fields can take up to four pounds of nitrogen per 1,000 square feet per year. Waivers exist for narrow cases, like soil temperatures below 55 degrees.
For a grounds program, that shifts the emphasis toward mowing height, sharp blades, clipping management and bed maintenance, the parts of the job that keep a property looking cared for without chemical weed control. Hand weeding and fresh mulch in beds and islands carry more of the weed control than they would in a town without the ordinance.
The Long Creek watershed and property debris
The Maine Mall area lies in the Long Creek watershed, which covers about 3.5 square miles shared with Portland, Scarborough and Westbrook. It is a Class C stream that does not meet state and federal standards, and landowners there with an acre or more of impervious area pay into the Long Creek Watershed Management District, which funds cleanup work and has explored alternatives to road salt. Keeping clippings and debris out of catch basins is part of the job on those sites.
Commercial cleanup debris cannot go to the city's Highland Avenue Transfer Facility. Its landscaper permit covers residential debris only, and the facility does not accept commercial use, so hauling is planned into commercial cleanups from the start. Spring cleanups on these sites also mean sweeping winter sand and grit out of lawn edges and islands along parking lots, where plow piles sit for months.
