Westbrook grew up around the Presumpscot River's falls. First called Saccarappa, it was incorporated as Stroudwater in 1814 and became a city in 1891, and remnants of the Cumberland and Oxford Canal are still visible. The Presumpscot runs through the center at Saccarappa and Congin falls, the Stroudwater River runs through the southwest, and part of Highland Lake is inside the city.

About 20,400 people live in Westbrook, and it grew faster than any other Maine city between 2010 and 2020. The median home dates to 1975, a quarter were built before 1940, and 61% are owner-occupied. Neighborhoods range from Cumberland Mills and Frenchtown to Birdland, Deer Hill, Prides Corner, Westbrook Pointe and Highland Lake.

A growing city on two rivers

Westbrook's growth over the last decade means plenty of new homes and new neighborhoods, alongside mill-era housing around Cumberland Mills and downtown. New lots usually need a first patio, a real lawn and foundation plantings. Older ones need walls, steps and walks rebuilt and beds brought back under control.

Westbrook is one of 30 regulated MS4 stormwater communities in Maine and runs a separate program for the Long Creek watershed. With the Presumpscot and Stroudwater running through town and Highland Lake on the edge, disturbed soil and fertilizer runoff are what those programs exist to control. That means silt fence and quick stabilization on any earthwork, patios pitched to soak water in, and phosphorus only when a soil test calls for it.

Highland Lake and the shoreland zone

Part of Highland Lake lies inside Westbrook, and the lake drains toward the city. Maine's shoreland zone covers land within 250 feet of the lake and the rivers. In the buffer, cleared openings are capped at 250 square feet and tree cutting at 40% of volume over ten years. Waterfront paths, steps and plantings are designed around those limits, with stone that sheds nothing into the lake and plantings that keep the bank covered.

Lawns, trees and winter

Westbrook sits in zone 5b on the 2023 USDA map. UMaine Extension recommends a Kentucky bluegrass and fine fescue mix for most lawns, seeded between mid-August and mid-September, with soil tests before any lime or fertilizer. The Maine Forest Service lists Westbrook in its quarantines for emerald ash borer, hemlock woolly adelgid, spongy moth and white pine blister rust.

In winter, Westbrook's Red Zones become no-parking from midnight to 7 a.m. during declared snow emergencies, and residents move cars to designated lots, so a driveway cleared early matters.
