Westbrook runs its own fall curbside yard waste pickup, and the schedule shapes how a cleanup is timed. For 2025 the city's Public Services department collected brush from October 20 to 31, limited to piles of seven yards or less, and collected leaves from October 27 until the first snowfall. The two are separate programs on different dates, and leaves must be in paper bags with no tape.

Which leaves, and when they come down
The city's own trees are a big part of the leaf load on older streets. Westbrook's Parks & Forestry arborists maintain every city-owned tree, and the division has been a Tree City USA member for 47 years, which shows in the mature maples and oaks along downtown and Cumberland Mills streets. Maples drop early; oaks hold on and let go in November, often after the city's leaf program has started.
A single cleanup in mid-October leaves the oak drop behind. On properties with both, the final pass is scheduled after the oaks let go, with the last mow cutting the grass short enough to limit snow mold under the first snowfall.
Beds, brush and the browntail question
Perennials cut back in fall make spring cleanup faster, though seed heads and hollow stems can be left standing in beds where a homeowner wants winter interest or habitat. Branches and brush from the property go with the rest of the debris.
Fall is also when browntail moth webs show at the tips of oak, apple and cherry branches once leaves are down. The Maine Forest Service says clipping those webs works from October through March and not after, and it recommends licensed arborists for webs out of reach. Cleanup crews note webs they see so they can be dealt with in that window.
Leaves left matted on turf through a Westbrook winter smother the grass beneath them, and by April the patches show as dead ovals under where the piles sat. Beds are cleared of the heaviest leaf mats too, though a thin layer can stay under shrubs as mulch. The goal is a lawn that goes into snow cover short and clean, and beds that do not need a second cleanup in spring.
