Commercial mowing and grounds care in Cape Elizabeth, Maine.

Commercial grounds in Cape Elizabeth are concentrated in a few places. The comprehensive plan describes the Town Center, where Ocean House Road meets Shore Road and Scott Dyer Road, as 109 acres served by public water and sewer and home to the largest cluster of businesses, the school campus and Town Hall. Business zoning also runs along parts of Ocean House Road.

Multi-unit and condominium grounds form the other half of the market. The town's rules for multiplex housing include a 45 percent open space preservation requirement, so mowed lawn on those sites usually borders preserved open land, and a mowing program needs clear boundaries between the two.

Which pesticide rules apply to which property

Cape Elizabeth's Residential Pesticide Use Ordinance covers residential property, defined as privately owned property whose principal use is a place of abode. Commercial agriculture, utility rights of way and public grounds are exempt, as is any property not listed as residential, and a mixed-use building with apartments in a business district is not treated as residential.

Condominium and apartment grounds sit closer to the line, since their principal use is housing. Property managers are wise to confirm which side of that definition a site falls on before approving any treatment plan.

Grounds in the Great Pond watershed

The shoreland overlay prohibits commercial storage of herbicides, pesticides or fertilizers beyond household or farm quantities next to Great Pond and the streams that feed it. Across the wider watershed, impervious coverage is limited to 35 percent of a lot, and projects that need site plan review can be required to build phosphorus controls such as wet ponds, sedimentation ponds or swales.

Our maintenance crews run commercial mowing programs with sharp blades and crisp edges, along with spring and fall cleanups, weeding and bed care. On sites with detention ponds or drainage swales, retention pond mowing and trenching can be folded into the same season.

Stormwater is the other regulatory thread. Cape Elizabeth is a designated NPDES Phase II stormwater community working within an interlocal group of 13 municipalities, and the comprehensive plan counts more than 900 catch basins carrying runoff separately from the sanitary sewer. Clippings and leaves blown into parking lot drains end up in that system, so a clean finish on a commercial lot includes keeping debris out of the catch basins.
