Freeport's commercial landscape is shaped by Route 1 and the downtown retail district, and by zoning that deliberately puts green space in front of it. The town's Comprehensive Plan identifies the downtown and Route 1 south to the Breeze bus stop as its prime growth area, well served by water and sewer. As multifamily housing there grows, the Plan notes that 3+ unit housing has increased in both number and share, and more grounds come under shared maintenance.

Route 1 landscaped setbacks
In Freeport's C-I, C-III and C-IV commercial districts, Section 527 of the zoning ordinance requires a landscaped strip 15 feet deep along the entire Route 1 frontage, except at driveways, and landscaping in the side setbacks to the back edge of the developed area. Grass lawn may make up no more than half of the front setback. Drainage basins and swales in the front setback have to be planted with trees, shrubs or native vegetation, and existing mature trees there are to be preserved where feasible.
For a maintenance program, that means mowing is only part of the job. Planted strips, basin edges and shrub masses along the road need trimming, weeding and seasonal cleanup so the site still looks like the plan the Project Review Board approved.
Clippings, drains and impaired brooks
Freeport operates under the state MS4 stormwater permit, and the Comprehensive Plan identifies Frost Gully Brook and Concord Gully as impaired urban streams. The town's Non-Storm Water Discharge Ordinance prohibits non-stormwater discharges to the storm drainage system, and Route 1 parking lots drain to exactly that system.
Clippings belong back on the turf, not in gutters and catch basins. Spring and fall cleanup debris goes to the transfer station's compost area, which Chapter 28 requires of anyone collecting yard waste for others.
Site plan submissions in Freeport include a landscaping plan showing plantings, existing plant material to be retained and trees or shrubs to be removed, which makes the approved plan a useful reference for any maintenance contract.
