Freeport handles yard waste differently from household trash, and its Solid Waste ordinance says so plainly: leaves, grass clippings and prunings are compostable yard waste, not residential waste. Anyone who collects leaves for someone else must keep them separate and deliver them to the transfer station's composting area, a qualified composting facility or a private compost pile.
Our fall cleanups follow that route. Leaves come off the turf and out of the beds, spent perennials are cut back, the lawn gets its last mow, and the debris is hauled away.
Freeport's canopy is mixed. The NRCS lists sugar maple, oak, elm and white pine on Suffield ground and pine, hemlock, red maple and birches on Lamoine, so a typical yard collects broad hardwood leaves, needles and cones in the same season.
Hedgehog Mountain Road and the brush pile
The Freeport Recycling/Transfer Facility sits on Hedgehog Mountain Road off Pownal Road. According to the town, leaves and grass clippings are accepted at no charge, sticks must go on the separate brush pile, and the compost made from the yard waste is free for residents. Brush and wood waste carry a charge.
Mixed piles slow things down at the gate, so sorting leaves from sticks happens on the property before the load leaves.
Chapter 28 also caps compost piles at a residence at 50 cubic yards of leaves, clippings and yard waste, which is easy to reach on a wooded rural lot. Hauling most of a heavy fall's leaves off the property keeps a homeowner's own pile within that limit.
Open burning of leaves or brush in a Freeport yard needs a burning permit; the Fire Department issues them free on the day of the burn at the Public Safety Building from 8 a.m. to 4 p.m., or online for a fee.
Browntail hairs and waterfront leaf litter
The Maine Forest Service describes browntail moth patches along the coast, and it warns that where caterpillars were present in the last three years, their toxic hairs can linger and become a problem during fall leaf cleanup. On those properties, leaf work is planned with the rash risk in mind rather than treated as routine raking.
Shoreline lots are different again. Inside the 75-foot strip, Chapter 65 protects leaf litter and the forest duff layer as part of the vegetated buffer. A cleanup there clears lawn areas and beds that already exist and leaves the natural ground layer under the buffer trees in place.
