Residential landscaping in Falmouth covers a wide spread of property types: houses built before 1940 (13.7% of the town's homes, per the ACS figures in the 2024 Comprehensive Plan), neighborhoods from the 1980s and 1990s — the two busiest decades, together a third of the stock — and newer homes going up in the western Farm and Forest District. A town with its own fertilizer calendar
Falmouth rewrote Chapter II-21 of its code in 2025, and the new rules took effect April 1, 2026. They cover fertilizer as well as pesticides, and they apply to homeowners, not only to professionals. Outdoor fertilizer application is prohibited from December 1 through March 31. Lawns and turf are capped at 2 pounds of nitrogen per 1,000 square feet a year, applied no more than twice, and phosphorus is limited to 1 pound per 1,000 square feet for new lawns or where a soil test calls for it.
Near water the limits tighten: no fertilizer within 75 feet of a water body or 20 feet of a storm drain, and only non-water-soluble fertilizer, compost or composted manure between 75 and 250 feet. The ordinance defines water bodies to include Highland Lake, the Presumpscot and Piscataqua rivers, tidal waters and designated streams. Any business paid to apply pesticide or fertilizer in town must register with the town each year.
Planting for a landscape that feeds itself
Those rules push a Falmouth landscape toward soil building rather than feeding. Compost worked into beds at planting, mulch that breaks down in place, and shrubs and perennials matched to the site do more over time than a bag of fertilizer ever could under a two-application cap.
The town's ground varies from sandy outwash and stony till to wet marine silt, and plants are chosen for the particular corner of the yard — drought-tolerant material over the sand and ledge, moisture-tolerant shrubs where silt stays wet into June. Falmouth sits in USDA zone 6a on the 2023 hardiness map, which opens up a slightly wider plant list than the inland hill towns.
Census Reporter's latest ACS profile counts about 5,283 housing units spread over 29.4 square miles of land, a density that leaves most homes with enough yard for layered plantings rather than a strip along the foundation.
