Scarborough's residential zoning explains a good deal about what a yard here looks like. In the Rural Farming district the minimum is 80,000 square feet per home with 200 feet of street frontage. In the R4 district a sewered lot can be as small as 10,000 square feet, while the same district asks for 20,000 where there is no sewer. R2 sits at 20,000 and R3 at 15,000 or 20,000 depending on sewer. A landscape plan begins by knowing which of those lots it is on.

From Pine Point to Dunstan and Oak Hill

The town's villages sit in very different ground. Pine Point and Higgins Beach are beach neighborhoods that the comprehensive plan describes as close as the crow flies yet almost thirty minutes apart by car, because the marsh sends traffic back inland to Route 1. Dunstan, Oak Hill and West Scarborough lie inland, and the same plan describes the town's natural barriers pushing new growth westward.

A foundation bed at a beach cottage contends with sand and wind; a yard in a western subdivision often contends with graded fill and a thin layer of builder's topsoil. The plant list, the depth of loam and the drainage details all follow from which setting a property is in.

Lawns, fertilizer and the 2025 wetland buffers

Scarborough has no pesticide ordinance on file with the Maine Board of Pesticides Control, but its site plan rules now reach into residential landscapes on newer developments. Since January 2025, projects that need site plan or subdivision approval keep a 25-foot wetland setback whose first 15 feet is a vegetated buffer, and lawns, fertilizer and pesticides are not permitted in that buffer. Outside it, fertilizer is limited to low-phosphate slow-release products near fresh water and slow-release nitrogen near coastal water, applied at soil-test rates.

For homeowners in those neighborhoods the result is a planting plan that ends the lawn at the buffer line, fills the buffer with native plants where it needs it, and keeps any feeding program tied to a soil test.

A town of owners on first landscapes

Census estimates show about 77 percent of Scarborough's occupied homes are lived in by their owners, and the median house dates from 1988. That combination means many properties are ready for their first full landscape after the builder's version: a real planting plan, a rebuilt lawn and a path or terrace that connects the house to the yard.
